＊2026年（ねん）4月（がつ）から、自転車（じてんしゃ）で ルールを 守（まも）らないとき、お金（おかね）を 払（はら）わなければなりません。

・自転車（じてんしゃ）の　交通（こうつう）ルールを　守（まも）らないと、交通違反（こうつういはん）になります。

・交通違反（こうつういはん）をすると　反則金（はんそくきん）というお金（かね）を　払（はら）わないと　いけません。

・対象者（たいしょうしゃ）＜＝反則金（はんそくきん）を　払（はら）わないといけない人（ひと）＞は　16歳（さい）以上（いじょう）の人（ひと）です。

交通違反（こうつういはん）の種類（しゅるい）

※自転車（じてんしゃ）の　交通違反（こうつういはん）は　全部（ぜんぶ）で　113種類（しゅるい）あります。ここに　書（か）いていない　違反（いはん）も　あります。

※わからないことは　近（ちか）くの　警察署（けいさつしょ）で　聞（き）いてください。

1．携帯電話（けいたいでんわ）を　使（つか）いながら　自転車（じてんしゃ）を　運転（うんてん）するのは　違反（いはん）です。

反則金（はんそくきん）￥12,000

2．踏切（ふみきり）の　手前（てまえ）では、一度（いちど）止（と）まって　安全確認（あんぜんかくにん）を　しないと　違反（いはん）です。

反則金（はんそくきん）￥6,000

3． 信号（しんごう）を　守（まも）らないと　違反（いはん）です。

進（すす）んでいいのは、青信号（あおしんごう）(緑色（みどりいろ）の信号（しんごう）)の時（とき）だけです。

反則金（はんそくきん）￥6,000

4． 道路（どうろ）の右側（みぎがわ）を　走（はし）ることは　違反（いはん）です。

反則金（はんそくきん）￥6,000

5．『止（と）まれ』の標識（ひょうしき）のある場所（ばしょ）では、一度（いちど）止（と）まって　安全確認（あんぜんかくにん）をしないと違反（いはん）です。

反則金（はんそくきん）￥5,000

・交通違反（こうつういはん）をすると、警察官（けいさつかん）から　青切符（あおきっぷ）＜＝交通違反（こうつういはん）の書類（しょるい）＞と　反則金（はんそくきん）の納付書（のうふしょ）＜＝お金（かね）を　払（はら）うための書類（しょるい）＞を　渡（わた）されます。

決（き）められた日（ひ）までに、納付書（のうふしょ）を　銀行（ぎんこう）や　郵便局（ゆうびんきょく）などに　持（も）って行（い）き、反則金（はんそくきん）を　払（はら）えば　手続（てつづ）きは　終（お）わりです。

・決（き）められた日（ひ）までに、反則金（はんそくきん）を　払（はら）わないと、裁判（さいばん）になる　可能性（かのうせい）があります。

【2】国民健康保険(こくみんけんこうほけん)

(1)日本(にほん)では、けがや 病気(びょうき)に なったときの ために みんな 保険(ほけん)に はいります。

(2)会社(かいしゃ)で はたらく 人(ひと)は 「健康保険(けんこうほけん)」に はいります。

健康保険(けんこうほけん)に はいらない 人(ひと)は、「国民健康保険(こくみんけんこうほけん)」に はいります。

■国民健康保険(こくみんけんこうほけん)の くわしい せつめい

●保険(ほけん)に はらう お金(かね)

・保険(ほけん)に はらう お金(かね)は、前(まえ)の 年(とし)の 収入(しゅうにゅう)や、保険(ほけん)に はいる 家族(かぞく)の数(かず)で きまります。

・お金(かね)を はらうことが むずかしい ときは、市役所(しやくしょ) 国保医療課(こくほいりょうか) 国民健康保険(こくみんけんこうほけん)グループ（0584‐47‐8132）と はなします

●病院(びょういん)で はらう お金(かね)

・病院(びょういん)に 保険証(ほけんしょう)（=保険(ほけん)に はいると もらえる カード）を みせます。 ほとんどの 場合(ばあい)、病院(びょういん)で はらう お金(かね)は ぜんぶの 30％に なります。

●病院(びょういん)で お金(かね)を たくさん はらった とき

・1か月(げつ)の あいだに、病院(びょういん)に はらった お金(かね)が、きめられた 額(がく)を こえると、こえた お金(かね)は もどる ことも あります。

●こどもを うむ とき、人(ひと)が しんだ とき

・保険(ほけん)に はいっている 人(ひと)が、こどもを うむ ときや、しんだ とき には、かかった お金(かね)の 一部(いちぶ)が 保険(ほけん)から もどってきます。

●保険(ほけん)を やめる

・大垣市(おおがきし)から ほかの まちに ひっこすとき、会社(かいしゃ)の 健康保険(けんこうほけん)に はいったとき などは、国民健康保険(こくみんけんこうほけん)を やめます。

＊APLICAÇÃO DE MULTA PARA INFRAÇÃO DE TRÂNSITO DE BICICLETA A PARTIR DE ABRIL DE 2026

・Ciclistas que não cumprirem as regras de trânsito, estarão infrigindo a Legislação.

・Caso cometa uma infração de trânsito terá que pagar multa.

・Público-alvo, pessoas acima de 16 anos que infringirem as normas.

Modalidades das infrações

※Existem 113 tipos de infrações. A seguir, apresentaremos algumas das insfrações mais comuns cometidos pelos ciclistas.

※Em casos de dúvidas, dirigir-se à delegacia de polícia mais próxima.

1. Uso de celular enquando pedala, multa de ￥12,000;

2. Não parar e deixar de checar a segurança dos lados antes da cancela da linha do trem, multa de ￥6,000;

3. Desrespeitar o farol de trânsito, multa de ￥6,000;

4. Trafegar do lado direito da rua, multa de ￥6,000;

5. Não parar antes da placa de parada obrigatória (Tomare) e deixar de checar a segurança dos lados, multa de ￥5,000.

・Se infringir a lei de trânsito, o policial irá entregar o bilhete azul, juntamente com o boleto de pagamento.

・Deverá pagar no banco ou correio, dentro do prazo determinado. Assim que efetuar o pagamento, o processo da multa é encerrado.

・Caso não efetue o pagamento da multa dentro do prazo, poderá ser indiciado ao Tribunal.

【2】Seguro Nacional de Saúde

(1) O seguro médico público no Japão consiste no「Seguro de Saúde (kenko hoken)」para as pessoas que trabalham em empresas, etc., e no 「Seguro Nacional de Saúde (Kokumin Kenko Hoken)」para os demais.

(2) Pessoas que tem registro de residente e não estão inscritos no「seguro de saúde」 do local de trabalho, de- vem se inscrever no 「Seguro Nacional de Saúde」.

●Taxa do seguro

・O valor do seguro é calculado de acordo com a renda do ano anterior, número de pessoas da família que se filiaram, etc.

・Quando tiver dificuldade no pagamento, consultar o Setor Mado- guchi Service-ka Kokumin kenko Hoken Group da prefeitura o mais rápido possível (0584-47-8132)

●Despesas médicas

・Apresentando o cartão de seguro no hospital, a princípio, o encargo da despesa médica é de 30%

●Despesas médicas elevadas

・Quando o valor da parte paga em 1 mês excede um determinado valor, há reembolso do montante que excedeu

●Auxílio maternidade / Auxílio funeral

・Subsídio pago em caso de parto ou falecimento do segurado

●Saída

・Quando se muda para outra cidade, quando se inscrever no seguro de saúde do local de trabalho, quando se tornar dependente, etc., fazer o procedimento de saída do Seguro Nacional de Saúde

2.行径铁路道口前如未停车确认安全属于违法行为。

・如违反交通规则，警察将开具蓝色的交通罚单（交通违章的文件）并且提供罚款的缴款单（缴纳罚款的文件）。

・期限内携带缴款单前往银行或邮局等金融机构缴清罚款手续便了结。

・如期限内未能缴清罚款有可能被起诉而必须接受公审。

【2】国民健康保险

(1) 日本官方医疗保险有两种，一种是通过所在公司等加入的「健康保险」，另一种是上述以外的人加入的「国民健康保险」。

(2) 已经办理过居民登记的人，如果没有在公司加入「健康保险」的话，一定要加入「国民健康保险」。

■国民健康保险

●保险费

・保险费是根据前一年的收入以及在一起生活的家中人口数等来决定。

・如果没有能力支付保险费也不要拖欠，要尽早地同市政府的窗口服务科商议（0584-47-8132）

●医疗费

・去医院看病时只要出示保险证，自己负担的医疗费原则上只支付30%即可

●高额医疗费

・如果在一个月之间自己承担的医疗费超过了一定的金额，通过申请超过的部分将会退还于本人

●婴儿诞生费/出殡费

・加入者如果婴儿诞生或死亡时可以领到一定的相应补贴

●退脱

・搬出大垣市，加入公司的健康保险，成为其家属时等请办理国民健康保险的退脱手续

5.It is illegal not to come to a complete stop at a stop sign with the word “STOP” or “止まれ” written in it and to make sure the way through the intersection is clear.

・When you commit a traffic violation, you will’ll be handed an AO-KIPPU(blue ticket: traffic infractions notice) and a NOFUSHO(penalty payment slip) by police officers.

・Go to a bank or post office with the payment slip you received to pay the fine by the deadline.

・Failure to pay the fine by the due date may result in court summon for a trial.

【2】National Health Insurance

(1) The Japanese healthcare insurance system consists of company health insurance and National Health Insurance.

(2) Foreign nationals who reside in Japan, but are not currently covered by company health insurance policy must enroll in National Health Insurance, applying at city/town office you reside in.

■National Health Insurance

●Insurance premiums

・Premiums are calculated based on the insurance holder’s income of the previous year and the number of the family members covered by the insurance.

・If it is difficult for you to pay the premiums, consult with the National Health Insurance Group of the Civil Service Division at City Hall (0584-47-8132)

●Medical fees

・If you present your insurance certificate at a hospital, you will be required to pay only 30% of the corresponding medical expenses.

●Benefit for high-cost medical care

・When the insurance holder’s monthly medical expenses is large in amount, the amount that exceeds the ceiling of the self-pay burden will be reimbursed after filling an application.

●Lump sum birth allowance/ Funeral expenses

・When the insurance subscriber gives birth to a child, a part of the expenses related to childbirth will be provided.
